义乌地处浙江中部，市域面积1105平方公里，下辖6镇7街道。本地户籍人口71.6万，长住义乌的外来建设者100多万。义乌历史悠久，建县于公元前222年，距今已有2229年的建县史，1988年撤县建市。历史上孕育了“初唐四杰”之一骆宾王、宋代名将宗泽、金元四大名医之一朱丹溪及现代教育家陈望道、文艺理论家冯雪峰、历史学家吴晗等一批名人志士。
改革开放以来，义乌坚持和深化“兴商建市”发展战略，以培育、发展、提升市场为核心，大力推进工业化、国际化和城乡一体化，走出了一条富有自身特色的区域发展之路。2007年，全市实现地区生产总值420亿元，增长15.7％；完成财政一般预算收入58.88亿元，其中地方财政收入32.28亿元，分别增长31.2％和33.2％。实现城镇居民人均可支配收入25007元，农村居民人均纯收入10255元，分别增长15.9%和16.4%。
总结义乌经济社会发展的特色，主要有以下五个方面：
1、兴商建市，国际性小商品流通中心地位逐步确立。1982年，义乌率先在全国开放了小商品市场，进而提出了“兴商建县”的发展战略。26年来，义乌小商品市场五易其址、九次扩建，实现了从最初的“马路市场”、“棚架市场”向大型现代化室内交易商场的跨越。目前，义乌市场经营面积达260万平方米，经营商位5.8万个，有43个行业、1900个大类、40多万种商品。市场成交额连续17年位居全国各大专业市场榜首。2005年，联合国、世界银行、摩根士丹利联合发布的《震惊全球的中国数字》报告指出，义乌市场是世界上最大的商品批发市场。创新是义乌市场发展的永恒主题，26年来，义乌市场组织形态已从简陋的集贸市场转变提升为现代化、国际化的商贸城；市场功能由单一的商品交易向商品展示、信息汇集、价格形成、产品创新等方向拓展；交易方式由传统的“三现”（现金、现货、现场）交易，向洽谈订单、电子商务、物流配送等现代交易方式转变。正在建设中的国际商贸城三期市场，融入了节能、环保、生态理念，全力打造以结算平台、授信平台、信用平台建设为核心的新一代市场，确保义乌市场可持续发展的能力。2006年10月开始，由国家商务部主持编制的“义乌·中国小商品指数”定期向全球发布，成为全球小商品生产贸易价格变动的“风向标”和“晴雨表”。义乌中国小商品城先后被国家质检总局、工商总局授予全国唯一的“重质量、守信用”市场、“守合同、重信用”市场称号。
2、优化环境，现代服务业蓬勃发展。市场的持续繁荣，带动了会展、物流、金融等现代服务业的快速发展。目前，全市已注册登记的服务业经营单位有9万多家，从业人员50多万。义乌被浙江省政府列为全省“十一五”时期现代服务业建设五大高地之一。依托大市场，培育大会展。通过营造良好的展会环境，吸引了15家国家级行业协会以及众多的国内外知名展览机构到义乌办展，展会数量、档次、影响力逐年提高，2007年共举办各类展会80多个。经国务院批准，由商务部和浙江省政府主办的中国义乌国际小商品博览会，每年一届，设国际标准展位4000个，已成为继广交会、华交会之后的全国第三大贸易类展会。义乌成为全国首个获得出国展览权的县级市。购物旅游业成为义乌的新名片。近三年来，国际商贸城客流量年均增长30%以上，2007年共接待游客超过500万人次，其中境外游客30万人次，被评为“中国优秀旅游城市”、“浙江省最具吸引力十大景点之一”、“全国首家4A级购物旅游景区”。现代物流业快速发展。现有国内货运经营单位600多家，可直达除台湾省以外的国内250多个大中城市。有17家全球知名货代、船运公司在义乌设办事处，义乌被浙江省政府确定为全省三个“大通关”建设重点之一，全省重点培育的四大现代物流枢纽之一。“金融洼地”初步形成。义乌充分发挥经济高增长、银行低风险、金融生态好的优势，不断健全金融服务体系，改善金融生态环境，强化外管服务职能，推动金融市场的持续繁荣。目前，义乌已有各类金融机构40家，其中银行13家，金融网点248个；证券营业部4家；保险分支机构23家。义乌已成为浙江省金融机构组织体系最为完善的县市之一。中国出口信用保险公司专门推出“义乌中国小商品城贸易信用保险”，是我国第一个专门帮助中小企业收汇、规避外贸风险的出口信用保险产品。文化体育产业逐渐兴起。每年承办CBA篮球联赛、全国乒乓球超级联赛、全国女足锦标赛等国家级体育赛事80多场。
3、贸工联动，“小商品、义乌造”的号角已经吹响。义乌在资源匮乏，国有工业基础十分薄弱的情况下，坚持市场取向，紧紧依托市场发展小商品加工业，不以物小而不为，做大做足做好小商品制造业文章，大力实施“以商促工、贸工联动”战略，“小商品、大产业，小企业、大集群”的制造业发展格局基本形成。目前全市有各类工业企业1.6万余家，形成了针织袜业、饰品、工艺品、毛纺、化妆品等20多个优势行业，其中饰品产量占国内市场份额的65％以上、袜业占35％以上、拉链占30％以上，涌现了新光、梦娜、伟海等一批行业内的全国乃至世界“单打冠军”。义乌先后被授予制笔、化妆品、无缝针织服装、工艺礼品等8个国家级产业基地称号，目前义乌市场商品的本地产品占有率达30%以上。全市拥有中国驰名商标37件、中国名牌产品7个，国家免检产品19个。
4、放眼全球，义乌驶上了国际化的快车道。义乌市场商品已出口到全世界215个国家和地区，市场外向度达55%以上。民航义乌机场境外旅客比例达40%以上，2007年突破50万人次。有来自100多个国家和地区的1万余名境外客商常驻义乌进行国际采购，来自16个国家和地区的280多名外籍儿童在义乌就学。经批准设立的境外公司企业代表处有1340多家，占全省总数的三分之一以上。联合国难民署以及家乐福等10多家国际零售集团在义乌设立了采购信息中心，在国际商贸城内开设了美国馆、韩国馆、台湾馆和香港馆。义乌商人“走出去”步伐加快，在阿联酋迪拜就有2000多义乌人在经商，俄罗斯莫斯科有50多家义乌店，在五大洲都能见到义乌商人忙碌的身影。涉外管理服务体系日益完善，义乌法院成为全国第一家可管辖涉外民商案件的基层法院，义乌成为全国第一家设立出入境管理局的县级市和全国首个可以直接受理外国人在华就业行政许可的县级市。近年来，先后有科摩罗、萨摩亚、多米尼克等五国元首来义访问，去年共有300多批国外使节、政府高级代表团到义乌考察访问。
5、注重民生，城乡社会统筹和谐。近年来，义乌每年投资数十亿元，加强城乡基础设施建设，城市功能日趋完善。据卫星遥感数据测算，义乌中心城区建成区面积为73平方公里。新农村建设扎实推进，现已完成400多个村的旧村改造和环境整治，“异地奔小康”安居小区建设成效显著。全面实行城乡一体垃圾集中处理、城乡一体污水集中处理、城乡一体饮用水工程，城乡一体化工程受益面达90%以上。妥善解决了2万余名外来建设者子女的就学问题，推进教育均衡发展，构筑了较为完善的公共卫生体系。城乡居民社会保障网和新型社会救助体系不断完善，城乡居民大病医疗保险参保人数占全市总人口的三分之二以上，被征地农民养老保险做到应保尽保，农村“五保”人员集中供养率达到85%，城镇“三无”对象集中供养率达到100%。建立了较为完善的“打防控”体系，人民群众安全感满意率达98%。在全国首开外来人员当选市、镇人大代表的先河，职工维权工作经验得到胡锦涛总书记的充分肯定并在全国推广。义乌先后被评为国家卫生城市、国家环保模范城市、全国科技进步先进市、全国文化工作先进市、全国体育工作先进市等称号。
今后一个时期，是义乌全面落实科学发展观、加快构建和谐社会的关键时期。义乌将认真贯彻落实党的十七大和浙江省第十二次党代会精神，进一步解放思想，抓创新、重提升、促和谐，又好又快地推进国际性商贸城市建设。（2008年4月）

2007 was the first year in office for the new municipal committee of CPC and the municipal government of Yiwu.
At this historic juncture, the new leadership of Yiwu has adopted a new thinking of governance: take scientific development and improvement of people’s livelihood as its main objectives, reform and opening-up and independent innovation as its driving force, and strengthening the Party's governance capability and vanguard nature as its guarantee, make the city prosperous and the people rich by promoting innovation and entrepreneurship, and push forward the process of marketization, industrialization, urban-rural integration and internationalization. A new chapter has been opened for Yiwu with new achievements.
Scientific development and improvement of people’s livelihood was the key objective for Yiwu in 2007, and prosperity for the city and its people through entrepreneurship and innovation was the key words for Yiwu in 2007. To be more specific, innovation has been taken as a fundamental development concept, pursued as a vital strategy and implemented as an important measure, in order to bring about breakthroughs in development and progress in building a harmonious society. Guided by the spirit of innovation and a strategic perspective, Yiwu has ushered in a new situation.

Since the beginning of reform and opening up to the outside world, Yiwu has maintained fast and coordinated progress in economic and social development. One important reason is that Yiwu has always been good at freeing our minds, seizing the opportunities to accelerate development by sticking to innovation at different historical stages. Yiwu’s economic and social development in 2007, in particular, has embodied the trend of our times, namely, to free our minds and embrace greater innovation.
The major achievements made in 2007 are as follows:
In January, the report on Yiwu entitled “Yiwu’s experience useful for the rest of country —another contribution by Yiwu to Zhejiang’s achievements” was voted as one of the top 10 news stories of Zhejiang Province in 2006.
On Jan. 1-9, Yiwu held the 12th Municipal Congress of CPC. The main tasks of the congress were: to fully implement the spirit of the third through sixth Plenary Sessions of the Sixteenth Central Committee of CPC and the 11th Plenary Session of the 11th Provincial Committee of CPC, review Yiwu’s work done since the 11th Party Congress of Yiwu, study and identify tasks and objectives for the next five years, elect the 12th Committee of the CPC and Discipline Inspection Commission of CPC of Yiwu, call upon all citizens including party members and officials to build a harmonious society and ensure sound and rapid economic growth of an internationally renowned city of trade and commerce.
On January 10, Yiwu held a meeting on professional wholesale market sponsored by China Commerce Association for General Merchandise. Participants of the meeting exchanged managerial experience of their own markets and discussed how to improve market performance.
On January 27, the groundwork of the third phase of the International Trade City was commenced.
On February 5-10, Yiwu held the first Session of the 11th Municipal Committee of CPPCC. New CPPCC leaders were elected and were called upon to build up a harmonious society with focus on solidarity and democracy, so as to create a harmonious social environment for Yiwu’s economic growth.
On February 6-11, Yiwu held the 13th Municipal People’s Congress. The plenum deliberated the Report on the Work of Government, the implementation of the plans for national economic and social development, financial budget, etc., and identified the work for the next five years.
On March 9, a theme-based education campaign on “Year of Professionalism” and “New Task, New Style of Work” was launched, which lasted till December.
On March 22, Gu Xiulian, Vice Chairman of the NPC Standing Committee and Chairwoman of All-China Federation of Women, visited Yiwu, and applauded the projects of Helping Develop 100 Villages through Market Development, and Employing One Million Women in Processing Supplied Materials, which enables women in rural areas in different provinces to get involved in the process of production without leaving their home.
On April 17, Prime Minister Roosevelt Skerrit of the Commonwealth of Dominica visited Yiwu.
On April 18, Zhao Hongzhu, Secretary of the Provincial Committee of CPC, made important written comments on the work of China Yiwu (International) Cultural Products Trade Fair (CPTF): “An effective medium is always needed to strengthen the culture industry. The mode of Yiwu CPTF is fairly good, and I hope leadership of Yiwu will try hard to make it better in a down-to-earth manner.”
On April 25, an awareness campaign for bettering people’s conduct and manners in public, especially in traffic, was officially launched. The purpose of this campaign was to encourage citizens to be responsible and polite travelers whether on foot, at the wheel or aboard vehicles, to cultivate a congenial and harmonious environment for both drivers and pedestrians.
On April 28-30, 2007 China Yiwu (International) Cultural Products Trade Fair was opened, and transactions in the Fair amounted to 1.75 billion yuan, an increase of 28.7% over the previous year, with foreign trade transactions taking up 60% of the total.
On May 22, Yiwu was designated National Environmental Protection Model City by the National Environmental Protection Administration of China.
In July, Yiwu was conferred the title of Outstanding Innovative City during the First Meeting of the China Innovative City Forum held in Beijing.
On July 12, International Trade Mart passed the re-examination of National AAAA Tourist Attraction by State Tourism Bureau, thus becoming the first AAAA Shopping and Tourist Attraction ever conferred in China.
On July 16, Yiwu held the enlarged conference of the second plenary meeting of the 12th Municipal Committee of CPC. The plenum decided that in the historical period that would follow, innovation should be taken as a fundamental development concept, a vital strategy and an important measure, to ensure breakthroughs, development and a harmonious society.
On July 23, a delegation of Shanghai Municipality headed by Xi Jinping visited Yiwu.
On August 1, direct luxury shuttle coach line between Yiwu and Hong Kong was put into service.
On August 1, Yiwu Public Security Bureau was granted 10 more specific prefecture-level powers as to administration of exit and entry of foreigners.
In September, Yiwu was ranked as the 8th among the Top 100 in the Seventh Competition of County-level Economic Competitiveness in China, moving forward two places as compared with the previous ranking.
On September 13, Yiwu was elected for the second time as one of the 10 Most Investment-Worthy County-level Cities in Yangtze River Delta Region.
On September 16, former President of Tanzania Benjamin William Mkapa visited Yiwu.
On October 2, direct flight between Hong Kong and Yiwu was opened. Yiwu airport was the first county-level regional civil airport in China.
On October 10, a city-wide debate on how to make the city more prosperous and the people richer by innovation and entrepreneurship was carried out, which continued till November.
On October 21, with Ling Rong (Executive Vice President of Chinese Academy of Social Sciences) as its consultant, Zhu Jinchang (former Secretary-general of Chinese Academy of Social Sciences) as its general coordinator, and Wu Weirong (member of Jinhua Standing Committee of CPC and Secretary of Yiwu Municipal Committee of CPC) as its preface writer, the book Probing the Cultural Origin of Yiwu’s Development was published, which was a result of two years’ research by 20-odd experts of Chinese Academy of Social Sciences.
On October 25, Ken Jarrett, the US Consulate General in Shanghai visited Yiwu, and exchanged ideas with the municipal leaders on intellectual property protection, environmental protection and the Bid8 American Merchandise Center in Yiwu, etc.
On October 22-26, the 2007 China Yiwu International Commodities Fair was held, with transactions amounting to 10.89 billion yuan including 0.98 billion yuan contributed by foreign trade transactions.
In November, the mechanism of socialized rights-safeguard proposed by Yiwu Federation of Trade Union won the Award for Innovations and Excellence in Chinese Local Governance, which was given for the fourth time.
In December, Yiwu was designated China’s Excellent Tourist City by the National Tourism Administration.
Begun in November, 2007, the six-month city-wide debate of “freeing our minds and furthering development by innovation” lasted till mid May, 2008. The Yiwu Municipal Committee of CPC called on the citizens to further change mindset and set off at new starting point to promote economic growth on a sound and rapid basis.
The year 2007 witnessed an all-round development in Yiwu’s economy as well as in all other undertakings. Many achievements have been made with distinctive features:
1. Carrying on the major discussion “Freeing Our Minds and Furthering Development by Innovation”. Yiwu Municipal Committee of CPC decided to spend six months carrying out a lively discussion on “Freeing Our Minds and Furthering Development by Innovation”, in order to put into practice the guiding principles of the Seventeenth National Congress and the Twelfth Provincial Congress of CPC, conduct extensive and intensive publicity and educational activities with the spirit of the Seventeenth Party Congress as the theme, consolidate and expand the results of “Year of Professionalism”, and further free our minds and change mindsets, with a view to fulfilling the new tasks in the new phase and new situation and promoting rapid and sound economic and social progress of Yiwu at a new starting point. This major discussion centered on ten questions, including how to draw a blueprint for Yiwu’s future development, how to sustain the leading position of Yiwu Market, how far Yiwu is from being an international city in its real sense, what measures to take for the upgrading of Yiwu’s manufacturing industry, how large the growing space remains in Yiwu’s industry, how to make another breakthrough in building new countryside, when the city can create new advantages in the system, how to make the general public share the new fruits of development, how to attract more talents for Yiwu, and how to carry out regional cooperation to achieve a win-win result. All those working in the organizations and institutions in the city gave these topics serious consideration and came up with lots of useful views.
2. Comprehensively implementing the power enlargement reform. In 2007, Yiwu was the only city designated for the fourth trial reform in power-enlargement for top counties in Zhejiang Province. Based on the power that had been granted in the previous three power-enlargement reforms, more power was given to Yiwu Municipal Government in its social and economic administration. As a result, Yiwu has as much power as municipalities at the prefecture level except the administrative power in the vital social affairs. In this trial power-enlargement reform, the provincial government enlarged Yiwu’s social and economic administrative power in 472 items related to the provincial departments. And 131 items of economic and social administrative power were transferred from Jinhua to Yiwu in the forms of institutional extension, entrustment and assignment. Besides, arrangement has been made to ensure that the Yiwu government is included in all the plans and indexes concerning the social and economic development worked out and issued by the provincial departments, which used to include the prefecture-level cities only. Moreover, Yiwu is invited to attend all provincial meetings for prefectures concerning social and economic administration which are held by the provincial Party committee, provincial government or the relevant departments directly under the provincial government or Party committee. Furthermore, Yiwu has access to provincial documents for prefecture-level cities concerning social and economic administration that are issued by the provincial Party committee, provincial government or the relevant departments directly under the provincial government or Party committee.
3. Sparing no efforts in building Yiwu into a model city of cultural progress and clean environment. In 2007, Yiwu passed the reassessment of the qualification for National Clean Environment City, the technical review of the qualification for a National Ecological City and the assessment of the qualification for a National Garden City. Besides, in the same year, Yiwu was honored as a National Model City in Environmental Protection. In the whole process, ten important tasks have been fulfilled, including the reform of environmental sanitation system, the environmental improvement of urban fringes, the rebuilding of sub-standard toilets in urban areas, the removal of illegal small ads posted along the streets, feasibility study on the construction of kitchen-garbage disposal facilities, feasibility study on the building of construction-garbage disposal facilities, regulation of car washing stations, regulation of waste recycling stations, renewal of old residential quarters, and health education.
4. Carrying out a thorough citywide inspection and improvement of workplace safety. In order to eliminate the potential fire accidents in multi-functioning premises used not only as a residence, but also for business and storage, and prevent fire accidents in such premises, CPC Yiwu Municipal Committee and Yiwu Municipal Government paid great attention and set up a leading team timely to clearly define responsibility and hold specific persons accountable. The style of grid management was established, which aimed at the building of harmonious communities and harmonious countryside and followed the guideline of “putting safety first and adopting an integrated approach while giving priority to prevention”. The job was done in the pattern of “unified leadership by the government, law-based supervision from relevant departments, full responsibility assumed by units, and active participation of the people” and the principle of “seeking both temporary and permanent solutions while stressing the latter”. Sweeping examination was combined with targeted improvement according to different categories, and intensive campaignes were followed with the introduction of permanent mechanisms to effectively eliminate potential danger of fire and safety accidents of all kinds, stop the increase of the number of accidents, and prevent major safety accidents involving numerous deaths, thus ensuring the safety of life and property of the people. Over the past year, 25.5 thousand multi-functional business places have been checked and 87 thousand people have been asked to move out for their safety.
The year 2008 presents a rare opportunity for Yiwu to further its development through entrepreurship and innovation; it is a critical year for Yiwu to embark on a new journey of scientific development for the overall advancement of the city.
The general requirements for the government’s job in 2008 are: hold high the great banner of socialism with Chinese characteristics, steadfastly apply the Scientific Outlook on Development, mobilize all people including the CPC members, officials and ordinary citizens in the city to further free their minds and deepen reform and opening-up, take measures to enrich the people by helping start businesses, innovate strategies for the city’s further development, and focus on innovation and improvement for greater harmony, in order to create a new situation in all aspects in building Yiwu into an international city of trade and commerce.
The goals of economic and social development of the city in 2008 are: strive for an annual growth rate of over 12% in regional GDP, an increase of over 18% in budgetary revenue, an increase of over 8% in the income of urban and rural residents, a decrease of 4.5% in the consumption of energy per ten-thousand yuan of GDP, a decrease of 3.5% and 3.2% in the chemical oxygen demand and sulfur dioxide emissions respectively, and the control of natural population growth rate to be no more than 5.12‰.
To achieve the goals above, the Yiwu government will work on the following eight aspects:
1. To build an international small commodity center through market innovation. Persistence in innovation and self-improvement has been the powerful approach for us to sustain the prosperity of Yiwu Market. Therefore, the development strategy of “building the city through commerce” should be further carried out, which means that Yiwu should continue to target the global market, serve the whole country, and work for new competitive edges in the market development, making Yiwu Market an important link in world trade.
2. To advance modern service industry and establish a leading position. Yiwu has been chosen by the provincial government as one of the five key places in the development of modern service industry and one of the three modern logistics customs in the eleventh Five-Year Plan. Great attention must be paid to the transition of manufacturing enterprises to become service providers. The enterprises should make full use of combined market effects, be led by the market and adapt themselves to the international business situation while making efforts to develop a batch of service brands and industry clusters with strong competitiveness across regions.
3. To promote industrial innovation and build an advanced manufacturing base. At present, the city is caught in the shift from traditional industries to new industries. Industrial transfer, industrial transition, and industrial consolidation are accelerating. To better follow the industrial development trend, industrial innovation should be forcefully promoted, the overall development quality and level of manufacturing industry should be improved, and the development of advanced manufacturing bases should be sped up.
4. To promote communication and cooperation and form a new pattern of overall opening-up. It is our strategic choice to carry out overall opening-up and pursue better development admist regional collaboration. To better keep pace with the accelerating steps of economic globalization and regional collaboration, we must continue to move ahead along the path of “advantage-based development, complementary cooperation, resource sharing, and mutual benefit”, make the best of domestic and international markets and their resources, expand the areas of cooperation and communication, and advance the opening-up in both depth and width.
